Is it a flag or a map? Well, hard to say for sure so I'm putting it in both categories for the time being. This is a variation on both the cutout map and flag in that it uses all 50 state plates, but I've arranged them in stripes similar to a flag rather than putting them where they go geographically. So if that's your thing, it's your lucky day. If it's not your thing, maybe just keep looking, eh? Thanks.
